Supervisor of Engineering - SubstationsRochester Public Utilities RPU, a division of the City of Rochester, MN, is the largest municipal utility in the State of Minnesota.
RPU serves over 57,000 electric customers and 41,000 water customers in a 60 square mile service area, and has revenues nearing $161 million annually.
Nature of Work This professional supervisory position at Rochester Public Utilities is responsible for supervising the electric substation and communications engineering technical sections, and is also responsible for developing budgets and schedules related to these areas.
This position also provides project management and technical assistance to utility operating sections, oversees electrical design and construction standards, and oversees studies related to system planning and operation.
The primary emphasis of this position is electric substations, and communications, but this individual can be involved with other engineering areas and systems as necessary.

DUTIES AND RESPONSIBILITIES Provide Supervision to Assigned Employees Provide work direction to employees relative to the completion of designated assignments; delegate responsibilities as appropriate.
Provide employees with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate.
Partner with the designated human resources business partner to implement effective hiring and selection practices.
Assist with the development and maintenance of divisional budgets and strategic priorities.
Technical Oversight Estimate short and long-range electric substation capital requirements.
Develop a capital improvement plan and maintenance program for electric substations that meets ensures safety and electric system reliability.
Lead, plan, train, and review the work of staff responsible for performing professional and technical level engineering work including substation capital projects, relay & protection control schemes, SCADA communications, and various other technical issues as needed.
Inspect electrical construction, major electrical substation equipment installations, and review electrical equipment maintenance and operating procedures.
Review plans of consulting engineers and contractors and make technical engineering decisions and establish technical criteria and standards.
Prepare and check work orders, supporting plans and specifications related to electric substations Certify the proper completion of these work orders.
Monitor available information concerning new techniques in the field of electric substations with effective approaches to more efficient use of existing electric supplies.
Recommend practices, procedures, and standards necessary to accomplish objectives and implement policies pertinent to the electric division.
This will include working with electric substation design criteria, relay protection and control schemes, construction standards, material and equipment lists and cost estimates.
Project Management Serve as project manager on complex construction projects and provide technical oversight to staff assigned less complex projects; administer project from inception to completion including design, review, public meetings, bidding and construction; develop scope of work; serve as liaison to staff, developers, engineers, consultants, the general public and external agencies on projects; develop project timelines and sets priorities; oversee the services of consultants.
Prepare specifications for capital and major maintenance projects, materials and supplies used by the electric utility, review bids and price quotations, and recommend construction/vendor purchase awards.
Support Functions Coordinate with other management in formulating overall objectives and specific goals to fulfill the electric division goals.
Prepare Board Action documents and periodic and special reports as required or requested.
Conduct system studies, interpret results, and utilize information in system planning and operation.
Evaluate qualifications of and recommend outside consultants, when needed, to provide professional expertise in preparation of project plans and specifications and other studies undertaken by the electric utility.
Perform other duties as assigned or necessary.
ESSENTIAL FUNCTIONS MINIMUM QUALIFICATIONS Education and Experience A Bachelor's degree in Electrical Engineering from an accredited four-year college or university; AND five (5) years of progressively responsible full-time employment experience in planning, development, and/or design of electric utility substation and controls systems, with at least three (3) years of supervisory/management/leadership experience directing professional or support staff.
Licenses and Certificates Certification as a Professional Engineer (PE) from the State of Minnesota within one year of hire as a condition of continued employment.
